GERMANS ABROAD BASIS OF NAZIS' CLAIMS "BLEEDING FRONTIERS" POLICY About the middle of 1937 the Nazi Government published a list of " Germans living abroad"—in other words, German minorities. The figures in it do not agree with the minority figures supplied by the various countries concerned, for the reason that the Nazis have a habit of claiming larger groups than actually exist.
