The way the regulations were worded, he added, a tram had to be stopped before pedestrians could step off the footpath, but pedestrians had to do something to indicate that they wanted to get on a train at a non-compulsory stop. Mr Morlmg said he had experienced difficulty in catching a tram through having to wait for a motorist to pass. Subinspector Pender said he had missed a few trams through the same cause. It seemed as if the regulation should be worded differently.
