TO THE EDITOB Sir, —Will you please inform me, in reference to Hie matter discussed in your sub-leader this morning and the article " Miles Behind' published .yesterday, if it could be rightly contended that the chief reasons for Dunedin's buildings being " miles behind " are:— (a) Too many ground leaseholds; (b) A wrong rating system.—l am, etc.;.
