STATE OF PREPAREDNESS (Per Uniter Press Association* WELLINGTON July 20 There was a very evident stale of preparedness at Singapore and also noticeable activity in strengthening the defences at Java and in the Dutch East Indies generally according to Mr C W Rickard a director of the Ocllin Timber and Hardware Company, who has just returned from a 10 weeks’ tour of the Near East He and his wife were in Singapore when the practice “blackout ’’ took place.
