THE APPROACH TO RUSSIA RESTRAINT OF AGGRESSION i (British Official Wireless) RUGBY, June 5, (Received June 6, at 6.30 p.m.) Lord Halifax had a conversation with Mr Chamberlain this morning, and there was a meeting in the evening of the Foreign Affairs Subcommittee of Cabinet. It is assumed that the Russian reply to the Anglo-French proposals was under discussion on both occasions. While it cannot be said that the Soviet Note, so far as its examination has gone, is regarded in London as making much advance in the task which confronts London and Moscow of reconciling their differences of outlook, it is felt to have made a real contribution to an eventual agreement. The Note is said to confirm the complete harmony which exists in the two Government's views as to the needs of the present European situation and the general principles upon which tripartite accord in restraint of aggression should, be established. NEW FRENCH PROPOSALS GUARANTEE FOR STATES PARIS. June 6. (Received June 7. at 1 a.m.) France has submitted to Moscow new.compromise suggestions to solve the tripartite difficulties, guaranteeing the Baltic States without naming them.
