EARLY DIFFICULTIES VICE-MINISTERS RESIGN TOKIO, Jan. 9. In addition to the resignations announced yesterday, 12 parliamentary vice-Ministers have resigned without explanation. Eight Ministers in the new Cabinet have submitted their resignations to Baron Hiranuma. No explanation was given.
