BERLIN A WORTHY CAPITAL HOME OF REAL CULTURE LONDON, Dec. 23 (Received Dec. 23, at 10 p.m.) The Berlin correspondent of The Times says Herr Hitler, presided at a Christmas party given to 6000 workers. He announced his intention of making Berlin a worthy capital of Europe's most populous State in order to show democracies where real culture dwelt.
