REPORT NOT CONFIRMED OPINION IN LONDON CHINA WILL STRUGGLE ON (United Press Association) (By Electric Telegraph-Copyright) LONDON, Dec. 21. Agencies in London have not received confirmation concerning the Japanese peace offer. The opinion in London is that China will not respond and is more determined to struggle on under the encouragement of Anglo-American credits.

A message received yesterday stated: The Hongkong correspondent of The Times says Chinese sources report that General Doihara has offered peace terms, the first condition being that China should recognise the independence of Manchukuo and Inner Mongolia and join the anti-Comintern Pact; secondly, Marshal Chiang Kai-shek to take a brief holiday and resume office later; and, thirdly, Japan to withdraw troops and restore to China the industrial and mining areas.
