CONTROL DURING EMERGENCY A SPECIAL MINISTRY LONDON, Dec. 18. . The Daily Telegraph says a plan has been completed for the immediate, establishment of a Ministry of Shipping in the event of a national emergency for controlling all shipping on the British register, its chief function being the allocation of all available'tonnage so as to prevent congestion on some routes and the inadequate use of others.
