ST. KILDA COUNCIL

FORTNIGHTLY MEETING The final meeting of the year of the St. Kilda Borough Council was held last night, and was attended by the Mayor (Mr J. J. Marlow) and Crs N. D. Anderson, G. Glue, W. Lovell, R. S. V. Brent, T. D. 8.. Roy, J. C. Cherry, W. Rutherford, and E. Longworth. Financial Accounts amounting to £4711 14s 3d were passed for payment. The bank balance showed a debit of £3742 4s. The receipts for the fortnight totalled £726 15s lid. New Zealand Manufactures A letter was received from Mr J. S. Hunter, Secretary of the Department of Labour, drawing attention of district officers to the conditions attaching to subsidies under scheme 13. The particular clause relating to the conditions reads as follows: "Materials of New Zealand manufacture are to be used as far as practicable. Non-compliance with this condition where suitable New Zealand materials are available will render the subsidy liable to immediate cancellation." The writer added that the most common instance of the use of imported materials was in the case of pipes for sewerage and water schemes, and that special attention should be given to any such works which were being carried out under subsidy. borough always used New Zealand manufactured materials, and that it intended to continue to adopt this course. Liability Disclaimed Margaret McArthur, 33 High street, wrote claiming £lO, damage done to her property through the recent flood as the result of a blocked drain. The writer alleged that the damage had resulted owing to the council's neglect in keeping the drains cleared. It was decided to inform the writer that the council disclaimed any liability in the matter. Anti-Gas Measures Major A. Bongard, area staff officer, Dunedin, wrote stating that the Army Department intended to conduct civilian classes of instruction in anti-gas measures, and asking for the co-operation of the council in the matter. The course would entail approximately 24 hours' training, comprising lessons of one to one and a-half hours' duration, with, perhaps, some longer periods during the week-ends and at other convenient times. The writer asked the council to supply particulars of the number of its employees desirous of undergoing training, the most suitable times for the employees to attend, and when it would be convenient for them to commence. The classes would be complementary to the work already being carried out by the Air Raids Precautions organisation in Dunedin, and it was hoped to work in close co-operation with that organisation. In the meantime each class would be resti'icted to 20 trainees. The letter was received .

Borough's Water Supply A letter was received from Mr R. Gillies, town clerk of the Borough of Green Island, stating that the Dunedin City Corporation's terms in connection with the water supplt to the suburban boroughs were not acceptable to the Green Island Council and also that his council was prepared to have the mattei settled by arbitration. . The Mayor said that the St. Kilda Council intended to negotiate directly with the City Council, and ( it was' decided to notify the Green ' Island Council to that effect. Grant of £ls It was decided to grant £5 to the New Zealand Surf Life Saving Association for beach patrol and £lO to the St. Kilda Surf Life Saving Club.
