DECLARATION OF PROPERTY ROME, Dec. 16. Cabinet has issued a decree that Jews must declare property and buildings to the Government, after which amount in excess of £2OOO in the country and £3300 in towns will be assessed by experts and handed over to a State organisation which will run the property, the Jews receiving 4 per cent, bonds in the organisation. Cabinet has also decreed that the four Libyan provinces will form an integral nart of Italy. Libyan Moslems will receive special Italian citizenship.
