SECRETARY OF COMMERCE RESIGNATION ANNOUNCED WASHINGTON, Dec. 15. (Received Dec. 16, at 10 p.m.) The resignation of Mr D. C. Roper, Secretary of Commerce, has been announced, the reason being that he desires to give attention to his personal affairs. President Roosevelt, in a letter, praised Mr Roper's work.
