MEETING OF COUNCIL KUROW WATER SUPPLY BY-LAWS PASSED The monthly meeting of the VVaitaki County Council was held yesterday morning. There were present:—Mr James Rodman (chairman), Crs J. S. Adams, W. Gillies, S. M. Taylor, W. Simpson, E. S. Brewster, R. B. Meek, D. Rodger and A. H. McKinnon. At a special meeting of the council, the by-laws governing the Kurow water supply, as submitted by the county clerk (Mr R. K. Gardiner), were considered and approved, due notice for objection to be given prior to confirmation at a meeting on January 20. Correspondence Mr H. Murray Reid, the newly-ap-pointed county engineer, advised that he hoped to commence his duties on January 9.—Received. The Commissioner of Transport wrote thanking the council for its cooperation in the organisation of road safety week. —Received. The Department of Internal Affairs wrote asking the council to reconsider its decision in reference to the setting up of district committees under the Physical Welfare Act, 1937.—Comment was made by some councillors that until inducement was given to young men to work in the country, it was futile to take any action under the Act. One member remarked that he had to work harder than ever, as help could not be obtained in the country. Finally it was agreed to appoint Cr R. B. Meek as the county representative on the committee. The Minister of Public Works, in reply to representations regarding the Hillgrove-Moeraki highway, wrote suggesting that the matter of subsidy be taken up with the Main Highways Board.—lt was decided to advise the Minister that remedial measures were being considered. Advice was received that the Highways Board had agreed to a £3 for £1 subsidy on the cost of legalisation and fencing of the deviation at Bortons.—The chairman reported that residents in the locality desired to have the old road closed, whereas the council, at the request of stock agents and drovers, had agreed to leave the old road open as a stock route.—The matter was referred to the chairman, Cr Simnson and the foreman for report. The Public Works Department advised that final arrangements were being made for improvements to be carried out at the Hampden sports ground, and requested confirmation of an understanding regarding the use of county plant in the formation of the road deviation.—The county clerk's reply confirming the council's offer to assist was approved. The Department of Internal Affairs advised that regulations under the Dogs Registration Amendment Act had been gazetted, and supplies of hydatid tablets had been forwarded, the fee payable in respect to each dog being fixed at Is.—The clerk was instructed to distribute the tablets with dog collars, through the rangers. The Public Works Department advised that specifications in connection with Dansey'.] Pass road had been approved.—The necessary resolution regarding future maintenance was carried. Messrs Hislop and Creagh and Main wrote requesting the council's consent to the petition to have the Dart street area included in the boundaries of the Oamaru borough.—Agreed to. The Hilderthorpe School Committee was granted permission to lay a pipe across the road from the water race to the school. The Pukeuri School Committee wrote thanking the council and staff for completing the footpath and improving the corner near the school.—Received. Mr H. G. Nicholson wrote protesting against the fencing in of part of the road adjoining the council's new house at Maheno— It was decided to take no action in the matter, and the letter was received. The Upper Waitaki Vigilance Committee wrote thanking the council for its co-operation in connection with the Kurow water supply scheme.—The chairman thanked Crs Adams and McKinnon for their assistance in the matter, and the letter was received. The right-of-way shown on the plan of section 18, block VI, Awamoko, was consented to, as requested by Mr A. Hamilton. General Messrs Smith Bros, applied for a concrete crossing to be erected over the Awamoko Creek, Livingston.—Referred to Crs Adams, Simpson, and the foreman.

Mr J. E. Ewing was granted permission to obtain 12 loads of gravel from the Maereweka pit. Christmas greetings were received from numerous local bodies. Mr J. G. H. Sumpter was appointed valuer in connection with the Kurow water supply scheme. Mr Andrews was granted permission to cut cocksfoot on a reserve at Hillgrove. The following licences were issued: —One eating house, one publican's, and four building permits to a total value of £IBOO.

Accounts totalling £5949 3s 4d (county fund £4669 Us Id, housing loan account £122 2s, highways construction loan account £1154 4s 9d, Kurow water supply loan account £3 5s 6d), were passed for payment. The following Treasury notes were received:—Goldfields revenue 9s 6d, hypothecated "thirds" £5 18s, Public Works Department £2, highway subsidies £l2l Is 3d and £706 17s 9d. Foreman's Report The foreman (Mr A. Nuttall) reported for the month as follows: — Moeraki Riding: Gravel had been placed on Trotter's Gorge road and Nicholson's road. Otepopo Riding: Good progress was being made with (.he Maheno water supply scheme. Kakanui Riding: The reconditioning plant had been employed on Fortification road. Docherty's road was being gravelled. Incholme Riding: The Moeraki grader had done some work in this riding, and the Kauru fords had again been damaged by flood. Waiareka Riding: Various roads had been graded, and maintenance metal placed on the highway. Papakaio Riding: The widening of Horace street was completed, and good progress was being made with the Kurow road contract. A bad leak had developed in the Papakaio water race, and trouble was being experienced in keeping up a supply of water to the freezing works. Awamoko Riding: Maintenance gravel had been placed on various roads, and the grader had been working in the island Cliff-Tokarahi district. Good progress was being made with the Bortons fencing contract. Otekaike Riding: The staff had been working on the Otekaike bridle track, and a start had been made with the Otekaike bridge contract, and also with the Kurow reservoir. Ahuriri Riding: The road to Omarama station had been improved, and the highway was being graded. General: Heavy rain early in the month caused some damage to roads, and also caused a break in the Maheno water supply pipe line. —The report was received.
