KINROSS BY-ELECTION
DUCHESS’S CANDIDATURE AS AN INDEPENDENT (Independent Cable Service) LONDON, Nov. 20. The Kinross and West Perth Unionist Association decided by 273 votes to 167 to seek a candidate in place of the Duchess of Atholl, whose liberal views are a thorn in the side of many Conservatives. She intends to run as an Independent candidate.
