But in no case shall a driver or rider of a horse placed first, second, or third receive less than £1 more than is payable as a losing fee for the amount of stake stipulated in the schedule of fees. II the value of the stake money payable to the winner is £3O, and does not exceed £l5O, the losing fee is £2; and over £l5O it is £3. The amount of a losing fee must be paid to the secretary or to the clerk of scales before a horseman is weighed out. Clubs are responsible to every horseman for payment of riding or driving fees earned by him, and shall for that purpose deduct in every case from the stakes otherwise payable to the owner of every horse ridden or driven at the meeting.
