AMERICA'S EFFORTS GOOD NEIGHBOUR POLICY WASHINGTON, Mar. 3. (Received Mar. 4, at 9 p.m.) Mr Cordell Hull, on the occasion of the fifth anniversary of the Roosevelt administration, issued a memorandum reviewing the work of the State Department and stressing its efforts towards peace in many directions, particularly trade agreements. Mr Hull praised President Roosevelt's so-called good neighbour policy, which he declared must not be unilateral. He expressed regret that arms reduction and limitation had not been found feasible and that American defences must be built up.
