THE BEST POLICY
BRUSSELS CONFERENCE TERMINATING ON MONDAY NO NEW MOVE LIKELY L_ (United Press Association; (By Electric Telegraph—Copyright) NEW YORK, Nov. 17. (Received Nov. 18, at 11 p.m.) The New York Times Washington correspondent, in an exclusive article, says: “According to official advices the Brussels Conference will terminate next Mondoy without a new move unless the situation materially changes in the meantime. The United States considers it is the best policy in the circumstances. It is understood that the Conference will not recommend the Powers to aid China with supplies or otherwise materially. The United States certainly does not intend to lead other Powers in the matter, because she has no legislative warrant for such action, and also it is believed that public opinion would not support such policy.”
