"A GOOD NEIGHBOUR"
THE AMERICAN POLICY WASHINGTON, Oct. 26. (Received Oct. 27, at 11.55 p-m.) A message from Hyde Park says that President Roosevelt, in a Navy Day proclamation, said: "War will be avoided by all honourable means. It is a fundamental policy of the United States to keep the peace and live and let live in the spirit of a good neighbour. I believe it is entirely consistent with our continuing readiness to limit armaments to maintain sea defence sufficient to ensure the preservation of democratic ideals and the maintenance of righteous peace."
