The pro-Italian newspaper Le Jour claims the surest grounds for the statement that Herr von Ribbentrop counselled Signor Mussolini to play for time and not provoke a rupture of non-intervention. The paper intimated that Germany's minimum colonial demands are the return of Togoland, the Cameroons, and Ruandauruni, and the creation of a vast African internationalised territory to be jointly exploited by England, France, Germany and Italy. Herr von Ribbentrop recommended Italy not to confine her proArab campaign of criticism to the British Administration in Palestine, but to submit concrete proposals, including one for an international Government in Palestine, on the Saar model, to replace the British mandate. Herr von Ribbentrop is reported to have asked Signor Mussolini to link -up with the anti-Com-munist Pact between Germany and Japan. RUSSIA'S ATTITUDE LONDON, Oct. 25. The chairman of the Non-inter-vention Committee said he had no knowledge of Russia's reported impending withdrawal from the committee.
