An old law whereby all citizens on the electoral registers at Valparaiso must vote in the municipal elections or be fined has been dug up by the city treasurer. He is faced with a deficit in the municipal budget, and he hopes that fines from non-voters will help to fill the city’s coffers. So he has taken action against 8000 citizens who failed to vote in the last municipal by-elec-tion. Unless they can justify their absence from the polls by sickness or other valid reason, these non-vpters will be liable to a fine or imprisonment.
