REFUSAL LIKELY
THE INVITATION TO JAPAN NINE-POWER CONFERENCE WILL SEE WAR THROUGH (United Press Association) (By Electric Telegraph—Copyright) LONDON, Oct. 22. (Received Oct. 23, at 1 a.m.) The Tokio correspondent of The Times says it is believed in official circles that the Japanese Government will refuse to accept the Brussels conference invitation on broad grounds, namely, that there can be no peace until Nanking's power is shattered. The Government feels that any peace now would merely be an armistice. The whole nation, including financial and commercial circles, is determined to see the war through. ITALY LIKELY TO ACCEPT ROME, Oct. 21. It is authoritatively stated that Italy's acceptance of the invitation to the Nine-Power Conference is most probable, though the report that a reply has already been sent to Brussels is not confirmed. OTHER ACCEPTANCES RECEIVED BRUSSELS, Oct. 21. The acceptances of New Zealand, Australia, Holland and China to the conference have been received.
