ASSEMBLY IN SESSION MANY PROBLEMS TO SOLVE (British Official Wireless) RUGBY, Sept. 15. The Aga Khan presided at a meeting of the League of Nations Assembly this morning. The Iran Foreign Minister referred to the friendly arrangements his country had reached with the neighbouring countries, and said these gave proof that, despite setbacks and disillusions, the principles of the Covenant remained the only ones on which efforts for world peace and prosperity could be based. The Chinese delegate (Dr Wellington Koo) drew attention to the Sino-Japanese conflict, stating that the Chinese Government had formally invoked Articles 11 and 17 of the Covenant. The Palestine Committee of the Council of the League has been instructed to prepare a draft resolution for submission to the next meeting of the Council. It is understood that the resolution will give the British Government authority to proceed to work out details of a scheme of partition of Palestine, with the co-operation, if possible, of the Jews and Arabs.

Dr Koo, presenting China's case, said Japan went to China with 300,000 troops in pursuit of political domination, territory, raw materials and elimination of other foreign nationals in order to challenge them in the Pacific. Was the League to accept the inevitability of lawlessness destroying the world's peace and order? Dr Koo declared that the pretext that over-population was driving Japan afield could be dismissed. China's good intentions were always frustrated by the Japanese preference for plunder at the pistol point and the insistance that "pax japonica" should be based on abject acceptance of Japanese domination.
