BOROUGH OF ST. KILDA

MEETING OF COUNCIL The fortnightly meeting of the St. Kilda Borough Council was held last night and was attended by the Mayor (Mr J. J. Marlow), Crs G. Glue, T. D. B. Roy, N. D. Anderson, W. J. Lovell, J. C. Cherry, W. Rutherford,, W. J. Davidson, R. S. Brent and J. H. Hinton. WATER CONSUMPTION It was reported that the water consumption for the fortnight ended that day was 3,521.000 gallons at a cost of £BB Os 6d, compared with £97 14s 6d for the previous two weeks.—Noted. FINANCE Accounts amounting to £394 5s 2d were passed for payment. It was reported that receipts during the past. fortnight had totalled £247 6s 3d. FOREMAN’S REPORT The foreman reported that during the past fortnight the councils workmen had been engaged in patching streets, footpaths and water cuts, grassing streets and channels and running pipes under footways. General maintenance work was at present in progress.—The report was adopted. STOPPAGE OF WATER SUPPLY Complaints were received by the meeting that during the mormn" the water supply of the borough had been cut off without notice.—The foreman reported having received from the cpntractors who are at present cleaning the water mains an explanation that one of their men, instead of turning on a section which was to be cleaned, mistakenly shut down the valve controlling the supply of the whole borough—The foreman’s report was noted. STORMWATER DRAINAGE A letter was received from the Dunedin Drainage and Sewerage Board stating that the question of inclusion of the old stormwater drains in the borough in the board’s drainage and sewerage system had been considered by the board, which did not consider that it had any responsibility in the matter of dealing with subsoil drainage. In the borough were several old pipe lines unjointed, ungraded and full ol mud and silt, which had apparently been laid (not by the board) to fill in ditches at various times and had simply served for a time as subsoil drams. The board maintained all lines which had mud tanks connected to them and provided facilities for dealing with roof and surface water by the construction of such tanks. In some cases old pipe lines had been encountered by the board when laying its stormwater system, and almost invariably these old drains had been choked with mud and were not functioning at all. The filling in of ditches in the various streets had been carried out presumably by or with the consent of the council, and if the board accepted the responsibility of maintaining such types of subsoil drains, there was no knowing where it would end. —It was decided to refer the matter to the coun ell’s representative on the Drainage Board for reintroduction at next meeting of the board. DOMAIN TIP A letter was received from the town clerk, Dunedin, requesting that the council again consider the question of the operation and control of the domain tip, with a view to acceding to the City Council proposals as to the apportionment of the cost.—lt was decided to reply pointing out that the Ocean Beach Domain Board is the controlling authority of the tip.
