HONGKONG NEXT MONTH : HONGKONG, Feb. 17. (Received Feb. 18, at 1 a.m.) One thousand troops from the Singapore garrison, a squadron of flying boats, and 25 warships from the China station will participate in the largest manoeuvres in Hongkong history'in the middle of March.
