THE FOREIGN SITUATION
" DESPERATELY SERIOUS " LIBERAL PARTY'S PAMPHLET LONDON, Dec. 2. " Desperately serious" is the description of the foreign situation in a pamphlet issued by the Liberal Party, which demands a definite British policy which can be understood in other countries regarding trade security and disarmaments, instead of divided counsels. It adds that Britain must courageously lead the world in the organisation of peace in order to escape war, anarchy and destruction. Confidence in the League must be restored, barriers to the free movement of men and goods removed, and armaments reduced internationally. Britain should invite every nation to unite in creating commissions to deal with grievances regarding colonial questions, raw materials, readjustment of frontiers, and trade revival.
