GENERAL SPEED LIMIT APPLICATION TO WELLINGTON (Per United Press Association) WELLINGTON, Nov. 20. All speed restrictions under the Wellington City Council by-laws have been disallowed by the Minister of Transport (Mr R. Semple), and from to-morrow a general limit of 30 miles an hour will obtain throughout Wellington in the built-up areas, and as far north as Upper Hutt on the east coast and Paremata on the west coast. The general provisions for reckless, negligent, careless or inconsiderate driving will still apply, however, in addition to the regulation that a motorist must be able to stop in half the distance of clear road ahead. Previously, the city by-laws provided for a flat limit of 25 miles an hour over the whole city, with 15 miles over intersections. Wellington is the first area to be dealt with, and the Minister is now considering the position at Auckland.
