WAIHEMO COUNTY

MONTHLY COUNCIL MEETING The monthly meeting of the Wuihemo County Council was' held yesterday, and was attended by Crs J. Ireland (chairman), G. A. Sutherland, J. O'Connell, W. Ritchie, D. Ross, H. S. Sheat, A. Purvis. W. Matheson, and G, Ross. CORRESPONDENCE. The Otago Hospital Hoard wrote asking the council to arrange to pay the board’s lew at the same rate ns that fixed last year.—Received. The Automobile Association (Otago) wrote inviting representatives of the council to le present at the annual conference of county representatives and members of the Automobile Association which would he held on June 24.—The invitation was received, and the chairman and other councillors able to attend stated their willingness to be present. Mr Frank Deem made application for a building perm't to erect a dwelling at Waihenio. —Permission was granted. A request to erect a septic tank was received from Mr Neil Wright, of Palmerston.—The request was granted. Renewals of licenses were granted by the Licensing District of Central Otago to Albert George Ockwell, of the United Kingdom Hotel, Macrae's, and to George Stanley, of Stanley’s Hotel. Macrae’s.— Received.

The Public Works Department, Dunedin, adv'sed that tenders had been called for the supply and delivery of maintenance metal ~n the Pa I m erst on-Q neons town main highway, and added thnt the work would be commenced on the acceptance of a tender.-—Received. The Tan■ antra Countv Council forwarded a schedule of industrial matters and asked the council to give its support to the proposal. The following items were included in the letter: 1 It is the intention of the Government that all county counn’l employees shall he members of a union. 2. It is possible that two or more awards may be made '---■rative in counties, and workers engaged on interchange’ able duties may thereby be bound by both awards.

3, The conditions governing wo k undertaken by comity councils differ from those pertaining to private employment. —It was decided to support the proposal of the Tnurnmra County Council. The New Zealand Counties’ Association wrote advisme that a meeting of the executive would be held in Wellington on July 17. The council was asked to forward all remits for consideration to the secretary not later than July 3. The attention of the council was drawn to 1. Amendments and additions to impounding. 2. Benefits of conversion. 3. Rates payable by soldier settlers. The letter was received. DEPARTMENT OF LABOUR.

In a circular from the Department of Labour it was stated that it would be necessary to review the wages paid to foremen, gangers and supervisors. The rates provided in the Public Works agreement for these workers ranged from 2s lid per hour to 2s 3d per hour, and all men employed in any of the above capacities. where part or the whole of their wages was being provided from the Employment Promotion Fund, would from Julv 1 have their wages increased to at least the Public Works minimum rate of 2s lid per hour, or 17s per day. No alteration was to be made in the wages paid to clerical workers, whether employed in bureaux, local body offices or elsewhere, when their total muuuera-

tion exceeded the new scheme No. 5 rate tor their conjugal classification. Conditions concerning time lost through sickness, wet weather and other- causes wore set out in another letter from the Department of Labour, which stated that where relief workers lost time for reasons bevond their own control, they were to be paid at Scheme No. 5 rates as though such time had been actually worked. Workers' compensation, insurance and allowances were also dealt with by the Department of Labour, which stated:— When compensation is payable it shall be calculated in terms of the Workers Compensation Act, but in addition to the obligatory rate, an ex gratia allowance on the following basis will be added:— 1. During the first three weeks of temporary incapacity an amount to bring the compensation up to Scheme No. 5 work rate. 2. After expiration of the third week of incapacity, an amount to bring the compensation up to the sustenance rate. 3. All claims for compensation for accidents to relief workers will be handled for the department by the State Fire and Accident Insurance Office.—These circulars wore received and filed for reference. RANGER’S REPORT. The county ranger (Mr B. Dyer) reported that all county roads had been clear for fhe month. —The county clerk was instructed to write to the Chamber of Commerce advising it that a now ranger had been appointed and the roads in Waiberno County wore well looked after, INSPECTOR’S REPORT. The inspector (Air A. M'William) reported ns follows on tlie work carried nut in the county during the oast month: Blue Mountain Riding.—General surface work has been carried out on roads and grading formation, gravelling and putting in of nines on the Lime Kiln road have been completed. A portion of around inside the gates has been graded and gravel nut down. Part of M’Lews read has been graded and gravelled Menrjowbank Riding.—Gravell-ng and scarifying have been done on the main highway from O’Noill's to Dimk Valley and tar sealing ronairs have been done between Die town boundary and Mr G Ross’s. Some further pot holes require reuniting, and maintenance gravel is required. Bushev Riding.-—General surface work has been carried out on various roads and maintenance gravel npnlied on Pnketnpn and Bushev Park roads, the roads being graded before the gravel was nut on. Repairs have been effected to tb° Saltwater Creek bridge. Two-foot concrete pipes have been put in °n Wnlslms road, and wntcrtnbles. eidverts and ditebes have been cleared out on Sbaa Point, road, end the gorse grubbed at Muddy Creek. Dnnbfuk Riding.—General surface work and grading in gravel have been done on the main t‘e’h\vay between BQwkcs and

Sweetwater, and repairs have been effected to the large culvert at Maori Guliy this side of the Grange. Green Valley Hiding—Work has been commenced on raising the bridge on Pringles road, and the watercourse will be ploughed and scooped and banks raised. Tenders have been called by the Public Works Department. Macrae’s Hiding.—General surface work lias been carried out on various roads and grading, water-tabling, and re-forming of the road completed from Hoy’s corner to Hay’s lane. Maintenance gravel has been spread near Tipperary Gully. The metal on the Nenthorn road requires boxing, and this will be attended to at once, also metal lias been graded in. I would recommend that about 20 chains of the highway from Dodd’s corner be metalled. There is a good foundation of schist rock and this with a light coat of metal would make a good road which would last for many years. One hundred yards of metal have been spread from Roy’s corner to Hay’s lane. Some blinding is required on the flat near the school. Maintenance gravel is required in places from Dunback to Sailors cutting. The report was adopted. GENERAL.

Discussing the matter of bird poison Cr Ritchie moved that the poison grain be prepared ami arrangements to have it delivered throughout the county be put in hand as eoi n as possible.—Carried. The inspector’s request for pipes and timber was granted and he was advised to make his own arrangements for obtaining the necessary materials.

The county clerk was instructed to apply to the Public Works Department and to the Main Highways Hoard for the usual grants to assist in carrying out maintenance work in the county. FINANCE.
