PENINSULA COUNTY

MEETING OF COUNCIL The monthly meeting of the Peninsula County Council was held at Portobello yesterday, when there were present — Mr H. Macandrew (chairman) and Crs J. Cross, W. D. Stewart, J. T. Irvine, T. S. Edmonds, J. J. Nyhon, J. Hcllyer, J. W. Harbrow and D. J. S. Robertson. FINANCE. The clerk submitted the following finance report:— Riding balances to March 31: Otago Heads, credit £5 19s Bd, expenditure to date £5 19s 8d; Sandymount, credit £lll lis sd, expenditure to date £l9 17s 3d; Highcliff, credit £255 Is lOd. expenditure to date £3O 13s lOd; Tomahawk, credit £7O 5s 3d, expenditure to date £OO lis 3d; North-East Harbour, credit £376 18s Bd, expenditure to date £l3l 19s 6d; Broad Bay, credit £l9O 19s 7d, expenditure to date £77 9s 3d; Portobello, debit £l2O, expenditure to date £8 5s 5(1.

Cash bank balances, debit £450 7e 7d; accounts to be passed £1752 16s Cd; total £2209 3s lid; accounts already paid, £IO6O 17s lid; balance, debit £1142 6s; total £2209 3s lid. Amounts due to the council: Refund of relief wages, £707; arrears of rates, £500; highways subsidy, £250; heavy traffic fees, £300; total, £1757. The report was adopted, and the accounts were passed for payment., RANGER'S REPORT. The ranger (Mr E. Campbell) reported that he had found 10 cows wandering on the roads.—Received. CORRESPONDENCE. Three ratepayers of Mount Charles wrote drawing the council's attention to the bad state of the Back Bay roads. —Seven ratepayers of Portobello also wrote in connection with the matter. — It was decided to put men into Weir's quarry to obtain metal, the work to be commenced within a week. Mr H. A. Foote, Dunedin, wrote applying for permission to install a septic tank at his residence at Macandrew Bav. —Permission was granted. Mr J. M'Pherson, Dunedin, wrote applying for permission to install a septic tank on his property at Macandrew Bay. —Permission was granted. The secretary of the North-East Harbour (Southern end) Ratepayere' and Householders' Association wrote asking the council to consider the question of a water supply for the district.—The clerk was instructed to reply that the council had no power in the matter. A letter was also received from the association asking that Beach street be formed so that motor vehicles could use it for access to sections.—The matter was referred to the engineer for a report. Mr T. M. Ball, district engineer, wrote stating that a complaint had been received concerning the state of the Cape Saunders-Portobello road. A liberal grant had been provided for on the estimates and he asked when the council proposed to submit plans for its application.— The council decided to submit proposals within a week.

The secretary of the North-East Harbour Ratepayers' and Householders' Association (Incorporated) wrote drawing the council's attention to the flooding that occurred at the Hall at Macandrew'B Bay and at Mr Brookman's shop through surface water from District road, and asking that attention be given to the matter.—lt was decided to reply that the matter was being attended to. The secretary of the same association wrote asking if the council proposed to go any further with felling the bluegums on the roadside as ratepayers were not satisfied.—Cr Hellyer stated the most dangerous tree 3 had been removed. —The chairman! said that he did not think any of the trees were dangerous, and he was not in favour of any more being taken out.—lt was decided to reply that the council did not intend to do any further work in this direction.

Mr M. Michio, Musselburgh, wrote asking the council to take action and remove aome trees near his property on the Peninsula road. —It was decided to point out that the matter was not one in which the council could take action. Mr T.-.M. Ball, board's representative. No. 17 District Highways Council, wrote forwarding plans for the proposed improvements at Pero's corner on the Dun-edin-Portobello main highway, the estimated cost of which was £2050. The board had agreed to find 75 per cent. of the amount. —Cr Cross said that, with the addition of compensation, the proposal would be too costly.—Cr Robertson said that something 'should be done as the corner was dangerous.— After the luncheon adjournment, during which councillors inspected the scene, the discussion was renewed. The chairman said that the proposal was too costly for the council to entertain, and he suggested that a suitable deviation could be made at a much more economical cost. —The chairman and Cr Cross were appointed a deputation to set this suggestion before the department. Mr W. Taiaroa (Otakou) wrote applying to the council for a legal outlet from his property. —Cr Edmonds stated that it would cost a lot of money to provide a road, and he- did not think that there would be any interference with his present right-of-way.—The clerk was instructed to reply along these lines.

The secretary, Otago Education Board, wrote stating that, as the slips on the road in the township of Craigmore had been removed he would be glad if the council would take over control of the roads.—lt was left to the member for the riding to look into the matter. The secretary New Zealand Counties' Association wrote stating that the annual meeting of the executive would be held on July 17. and asking the council to forward remits for consideration. — Received.

The clerk of the Tauranga County Council wrote asking the council's support of a remit that if a union of county employees were formed it should be one embracing all and only county employees, and should be distinct from any other union of workers.—The council decided to support the alternative proposal in the event of a union being formed.

Mr W.T.Rowlands (Macandrew Bay) wrote applying for permission to place a petrol tank under the road and to erect a pump in front of the corner of his new building, instead of on the present site.—Permission was granted provided the applicant forfeited any right in the prespnt site. The secretary of the Otago Hospital Board wrote asking the council to arrange for payment of the board's levy at the same rate as last year, pending approval of the estimates by the Minister. —Received.

The treasurer of the Happier Days Art Union wrote forwarding a cheque for £ls, part profits of the art union, for the relief of distress at Portobello. — Received.

Mr D. T. M'Vie (Portobello) wrote giving the council details of a scheme by which the council could, by means of an annual grant of £l2, enable the senior children in the Peninsula schools to be supplied with suitable reading through the city library.—Received. Mr T. Fleming wrote asking that immediate attention be triven to the matter of water from Sandymount road damaging his property, concerning which he had previously approached the council. —Tt was tWdc ' to attori' 1 tn the matter during the next month. RATF.S STRUCK. A resolution, which will be confirmed at next meeting, was passed by the council that the rates for the ensuing year be the same as Inst year, which are as follows.—Otago Heads Riding, Id in the £; Portobello Riding, Broad Bay

ENGINEER'S REPORT. The county engineer (Mr S. G. Paterson) submitted the following report on the work of the month:—

Otago Heads Riding.—One new culvert has been laid on the main road at Carem's Rock. The widening of Pipikaretu road is still in hand. Watertables have been cleaned and slips removed from the Cape Saunders road. Portobello Riding. —A new culvert has been laid at Geary's Point on the main road. Metal has been raked in from Gill's corner to Gravesend road. Watertables have been cleaned on the Portobello to Wickliffe Bay road. Fifteen chains of side ditch have been cleaned on the Allan's Beaeh road.

Broad Bay Riding.—Cleaning of watertables in Broad Bay is in hand. The easing of the corner of Wilson's road near Mr Wilson's gate is well advanced, and the formation should be completed within a fortnight. North-East Harbour Riding.—lmprovements have been effected to the grades and widths of portions of Marion street. The junction of Marion and Jane streets has been widened. An 18-inch culvert has been lengthened in Howard street and the road widened over the culvert. The building to permanent levels of the junction of the main road with District road is nearing completion. Water tables have been cleaned on Victoria road and on Abbotsford road, Waverley. Tomahawk Riding. Maintenance metal has been spread on the main road through the township. The approach to the bridge on the Valley road near Smaill's byre has been lifted to grade, and a low corner near Mr Ings's house has been cleaned out and is being brought up to grade also. The culvert at the last mentioned corner has been extended.

Highcliff Riding.—Maintenance metal has been spread from the city boundary towards the cafe, watertables have been cleaned and the usual grading carried out.

Sandymount Riding.—Water table cleaning has been done on Riddell's to Hooper's Inlet road. Screenings ha\e been spread on portion of the hill at the top of Seal Point road. Further screenings will be spread this week. The report was adopted.
