The total registrations exceeded those to the same date last year by at least 100. Rugby Football At a meeting of the Management Committee of the Southland Rugby Union it was decided to continue the Galbraith Shield competition with the seven teams which contested it in the first round. A motion by Mr R. T. Meredith, notice of which had been given at the previous meeting, that owing to the limited number of Saturdays available to reach finality in the competition, the Eastern District teams (Matanra and Albion) be eliminated, and that arrangements be made for the town bye team to play Matanra and Albion on alternate Saturdays was lost. At the request of the union representatives of the Eastern Sub-union were present at the meeting. Messrs F, Wallis, jun., N. M’Leod, and J. W. Martin represented Eastern. Mr J. L. Oughton. chairman of the Flag Committee, said he thought that the union could get finality in the competition quite easily without eliminating any of the teams. Even allowing a possible postponement it should be possible to get the competition completed. At the end of the first round Invercargill was the only unbeaten team, and Pirates had only one loss. These teams looked like fighting the competition out between them. The draw could easily be arranged, and by the time four games had been played, at the most five, he thought that finality would have been reached. The chairman (Mr H. S. Strang); There are available dates to complete the competition? Mr Oughton: Yes. The same thing has cropped up before, and we have had to arrange the draw to close the competition. It is nothing new. Mr Meredith moved his motion. A lengthy discussion followed in which several members supported Mr Oughton’s suggestion. The motion was lost. PALMERSTON Borough Council The monthly meeting of the Palmerston Borough Council was held on Monday evening. There were present:—The Mayor (Mr W. B. Galloway), and Crs Kiddle, Fustier, Ross, Morrison, Thomas, Ilodgetts, and Earley. The Otago Hospital Board advised that, pending the approval of the board’s estimates by the Minister of Health, it would be pleased if the council arranged to pay the same levy as last year.—Approved. The Public Works Department advised that the damage to the highway by a traction engine be repaired and suggested tliat'lho traction engine owner be charged with the costs. The dean of engineering, Canterbury University College, wrote regretting that at the present he did not know of an engineering graduate who was not more or less permanently employed. With reference to John Spillane’s application for an extra pipe to the entrance to his property, it was decided to have this installed, the Waihemo County Council having notified its willingness to pay half the cost. It was resolved that the local police constable be written to and his attention drawn to the action of schoolboys riding cycles abreast and performing gymnastics on cycles on the borough streets. A deputation was received from the Oddfellows’ Lodge asking that a light he provided in the vicinity of its hall.— The matter was to be left in the hands of fhe Works Committee for its report. Messrs Downie Stewart, Payne, and Forrester advised that Mr M’Kean was prepared to accept the council’s terms, although he would have liked certain other facilities. Two taps were to be supplied and certain fencing erected. The committee which waited on the solicitors was thanked by the council. Messrs Knowles and Brough, on behalf of Miss M’Ritchie, were granted permission to install a septic tank, provided the medical officer of health approved of the application. Accounts amounting to £266 13s 7d were passed for payment. The Health Committee reported that a further consultation had taken place with the district medical officer of health, who had discussed freely the sanitation condition of the borough. Members of the Board of Health had inspected the area, and Dr M’Kibbin emphasised that the board considered that the time had definitely arrived for the council to take up the matter of a drainage scheme for Palmerston seriously. He was emphatic in his demands that operations to that end

should be initiated according to the regulations of the Health Act, and he expressed satisfaction with the fact that au engineering survey was about to be made, and that when this was completed the cost of a scheme would be clear. The council decided to approach the authorities with a view to obtaining information as to whether aid in the form of a subsidy could he obtained from the Government if the council found it was compelled to proceed with the work on a requisition from the Board of Health.
