KICK-INTO-TOUCH RULE

A PROVISIONAL DISPENSATION UNION DELEGATES TO DECIDE (Per United Press Association) WELLINGTON, March 7. Mr S. S. Dean, chairman of the New Zealand Rugby Union, explains that the delegation to England presented the kick-into-touch rule remit as adopted at the last annual meeting of the New Zealand Union. The suggested two years' trial was recommended by the conference in England, but the International Board considered that the rule was not needed in some countries. The English Rugby Union was empowered to grant dispensations, and Mr Dean, on behalf of New Zealand, applied, with Mr Hill, of New South Wales, for a dispensation should the delegates to the next annual meeting desire to have the amended rule reintroduced. Mr Dean stressed the fact that the matter was now one entirely for the delegates.
