CANDIDATE FOR RE-ELECTION WASHINGTON, March 5. (Received March 6, at 10 p.m.) President Roosevelt formally became a candidate for re-election to the Presidency to-day with a statement from White House announcing that- he had signed a petition to have his name on the ballots for the primary elections in several States. It is regarded as a foregone conclusion that President Roosevelt will be the Democratic nominee.

Mr Cordell Hull, in Baltimore, delivered an address which was regarded as the formal opening of the election campaign by Cabinet members. In a broad scale defence of the Roosevelt administration he devoted considerable time to monetary matters and issued what was tantamount to an invitation to Powers to join America in worldwide currency stabilisation.
