DEBT CONVERSION
A CANADIAN PROPOSAL NOT ADOPTED BY PREMIERS OTTAWA, December 14. (Received Dec. 15, at 10 p.m.) The conference of provincial Premiers failed to adopt Mr Hepburn’s proposal for the establishment of a Canadian loan council and the launching of a debt conversion schedule. The conference, however, decided that the Dominion should assume a larger share of Canada’s relief burden, and that the Dominion should obtain the right to amend its own Con-' stitution instead of being required to receive permission from Britain.
