RECONSTRUCTION SCHEME ARRANGING THE FINANCE (British Official Wireless) RUGBY, November 29. A Bill to authorise the financial arrangements connected with the £30,000,000 main line railway reconstruction scheme, announced by the Government during the general election, is now being drafted. The Government intends to have the Bill passed by Parliament before Christmas, so that the scheme can be set in operation early in the new year. The financial arrangements will be similar to those of the London transport scheme. The Bill will provide for the formation of a finance corporation to raise money for a 20-year term, with a Government guarantee. The Bill will impose the condition that the labour and materials shall be drawn, as far as possible,'from the distressed areas.
