NORTH CHINA SITUATION
PROSPECT OF PEACE NEGOTIATIONS IN SHANGHAI TOKIO, November 28. Important peace negotiations have been opened at Shanghai, foreshadowing the success of the Japanese-North China designs.JAPANESE SEIZE RAILWAYS LONDON, November 29. (Received Nov. 29, at 9 p.m.) The- Daily Telegraph’s Peking correspondent says: “The Japanese Spokesman states that the army occupied positions on the North China railway because 400 wagons have been taken to Nanking since November 18, apparently indicating preparation for war. It was hoped that China was not contemplating a conflict, as Japan desired peace.”
