POLICY TOWARDS JAPAN ONE OF PACIFICISM LONDON, November 24. The Shanghai correspondent of The Times says the Kuomintang Congress overwhelmingly elected General Chiang Kai-shek head of the Central Executive, and endorsed the Government's pacific policy towards Japan. Anxiety remains whether the irrepressible Japanese militarists intend action in the north, regarding which uncomfortable symptoms are apparent. MARTIAL LAW IN TIENTSIN LONDON, November 25.
