(Received Oct. 28, at 11.30 p.m.) The News-Chronicle's Moscow correspondent says: "Amid widespread rejoicing the Soviet is now awarding grants of land in perpetuity, enabling peasant members of collective farms to own the soil they till. Peasant owners are encouraged to acquire a cow, raise calves. sheep and poultry for their own use. The Government is extending credits for the private acquisition of livestock. The new policy is expected to increase productivity and reconcile the peasants to Socialism."
