Police at Fukakawa. Japan, are busy rounding np gangs whose “racket” is stealing manhole covers, which they smash and sell as old iron. So far 000 covers are missing from manholes in many streets. Five men have already been arrested, and one is stated to have admitted stealing the covers, deliberately cracked them, and then sold them as junk.
