(Received Oct. 24, at 1 a.m.) The Times Tokio correspondent says Japanese correspondents in London assert that Japan's reply to the recent British naval limitation inquiry referred to the need of better distribution of the world's natural resources, and the Japanese press is elaborating this into a plea for redistribution of the superfluous colonies of the various Powers, citing a recent speech of Sir Samuel Hoare's at Geneva and a Times leader as evidence that the matter is being seriously considered. Japan attaches great importance to the idea, Mr Hirota holding strongly that the way to prevent wars is to eradicate the causes, including the unsatisfied needs of certain nations for territory suitable for colonisation, and the control of vital raw materials.
