COMMERCIAL SUBMARINES FLEET TO BE CONSTRUCTED uONDON, August 23. Le Journal declares that Germany is constructing a fleet of commercial submarines for use in the event of wartime blockade. Each will be of 3000 tons, 120 yards long, with 800 tons freight capacity. The surface speed will be L 8 knots, and 10 knots when diving.
