ST. KILDA BOROUGH

MEETING OF COUNCIL The fortnightly meeting of the St. Hilda Borough Council was held last evening, .and was attended by the Mayor (Mr H. H. Leary) and Crs George Glue, J, H. Hinton, W. J. Davidson, T. D. B. Roy, N. D. Anderson, R. S. Brent, J. C. Cherry, W. J. Lovell, A. D. Edgar and W. Rutherford.

The St. Hilda Unemployed Cricket Club applied for the use of the wicket on Culling Park for the coming season. If the application were granted, it was the intention of the club to top-dress the wicket and sow it down in grass. —lt was pointed out that the council would probably receive several applications for the use of the Culling Park wicket, and it was decided to hold the Unemployed Club’s application over until the next meeting. The Ocean Beach Domain Board advised that the council’s statutory levy for the year ending March 31, 1930, would be £llO 17s 2d.—lt was pointed out by the Mayor that the levy would have to be paid, and a motion was passed to this effect.

It was agreed to make a grant of £5 to supplement the King Edward Technical College fund for the purpose of providing free books and necessary equipment for children whose parents were in poor circumstances. A letter was received from the Dunedin Metropolitan Fire Board in reference to a fire which occurred in a dwelling in Market street, St. Kilda, on July 16. The brigade superintendent had submitted a report to the effect that the water supply was so poor that there was scarcely sufficient water to fill the hose. When the pump was connected up the extra pressure obtained enabled the brigade to suppress the fire and make a good save. The board to know what steps the council was taking to improve the water supply and pressure. It had been suggested that some of the valves in the borough were partly closed. The council was asked to investigate the position, as at present the water supply in St. Kilda was totally inadequate for fire-fighting purposes. —Cr Hinton said he was present when the foreman fixed a hydrant to a valve and was successful in getting a full flow, which appeared to him to be a full pressure flow. —Cr Edgar said it was a very important matter. The pipes were undoubtedly heavily corroded, and unless these were scoured out every three months the pressure would always be poor. —On the motion of Cr Rutherford, it was decided that the plumber obtain a full report on the state of the water mains in the borough and submit such report to the council at the earliest opportunity. ! The secretary of the Dunedin Returned Soldiers’ Association forwarded a list of unemployed returned soldiers resident in the St. Kilda district.- Cr Edgar said .the policy of the council should be to employ returned men, and when a motion was moved that the letter be received he moved as an amendment —“ That when any extra labour was required in the borough a_ selection be made from the list submitted.” —The amendment was carried. It was decided that a poll of the ratepayers on the question whether or not the borough will continue under the Dunedin Metropolitan Fire Board area be taken on August 28. The water consumption in the borough for the past two weeks was 4,057,000 gallons, at a cost of £lOl 8s 6d. The cost for the previous two weeks was £IOO Is, The traffic inspector reported that during the past fortnight 31 drivers licenses and one heavy traffic license had been issued, and five motor drivers tested. Two hawkers’ licenses had been issued, and three building permits granted. All owners of unregistered dogs were being prosecuted. —The report was approved. The foreman reported that during the past two weeks streets and footpaths in various parts of the borough had been patched with asphalt. General maintenance work had also been carried out. —The report was adopted. The Finance Committee reported that after the payment of accounts amounting to £367 17s 4d there would be a credit balance of £675 2s 7d. —The report was approved.
