TROUBLE OVER PLEBISCITE ATHENS, July 19. Unable to induce the Prime Minister (M. Tsaldaris) to force Republican Ministers to resign or depart from their neutrality in the forthcoming restoration of the monarchy plebiscite, _ the Monarchist Deputy Prime Minister (General Kondylis) has resigned. Tsaldaris lias reconstructed the Cabinet, dropping all the Ministers who had pronounced themselves publicly in favour of either a Monarchy or a Republic, except M. Kondylis, whose retention is regarded as a victory for the Monarchists, although M. Tsaldaris declares that the new Ministry will remain neutral regarding the monarchy during the plebiscite period.
