AN EXTENSIVE PROGRAMME BELGRADE, June 27. (Received June 28, at 0.15 a.m.) The Cabinet is preparing an extensive reform programme for presentation to Parliament on July 4. It includes an electoral change, substituting a system based on the British for the present one of party monopoly.
