AGREEMENT INITIALLED TOKIO, March 11. The Chinese Eastern Railway sale agreement has been initialled. CONTENTS OF DOCUMENTS TOKIO, March 12. (Received March 12, at 11.30 p.m.) The Sino-Easteni Railway documents include a Soviet-Manchukuo transfer agreement, a Soviet-Japanese Note in which Japan guarantees payment, spread over three years, of 140,000,000 yen, plus 30,000,000 yen for retiring Soviet employees, and a Soviet-Japanese-Manchu-kuo pflbtocol by which two-thirds of the purchase price is payable with JapaneseManchukuo commodities.
