MANCHUKUO’S DECLARATION THE PROTESTS IGNORED (United Press Association.) (By Electric Telegraph—Copyright.) SHANGHAI, November 14.' Ignoring protests Manchukuo to-day declared an oil monopoly whereby the Government will control all importation, supply, and distribution of oil, fixing by law the price of all petroleum products. Revised Manchukuo tariffs, which were promulgated to-day and will become effective on November 22, impose a levy of 37i cents per picul on all imports of Australian wheat and flour, which have hitherto entered free.
