TAIERI COUNTY COUNCIL

MONTHLY MEETING The monthly meeting of the Taieri County Council,' held at Mosgiel yesterday, was attended by Crs C. Findlay (in the chair), R. A. Kempshell, F. Brinsdon, T. Carruthers, W. Kirk, George Stevenson* and W. Nichol. A motion wa s passed expressing the sympathy of the council with Cr Gow in his recent' bereavement. A welcome ’was extended to Cr W. Nichol, who had been elected to the vacancy caused by the death of Cr Blair. 1 ; REPORTS. The Finance Committee reported that the expenditure for the month of July had totalled £1752 10s sd, the receipts £1134 19s '7d, and the bank book showed a debit balance of £594 14s. —The report was adopted. The ranger reported having found 13 head of cattle and two horses wandering on the roads.—Received. ' ; .- 1 / 1 The traffic, building, and sanitary, inspector’s report stated , that 89 drivers' licenses: and ll heavy traffic licenses had been issued. . Twb building- permits had been granted. The piggeries in Kaikorai, and North Taieri Ridings and the slaughterhouses in the. county were in good order.—Received. -i The inspector of works (Mr John Garrett) reported as follows: East Taieri Riding.—One hundred and fifty-five yards of maintenance gravel from the Silverside dump have been placeed on Centre and Riccarfon roads. Gladstone and Cemetery roads have been graded with the power grader. Tweed street, Mosgiel Junction hag been surfaced. _■ North Taieri Riding.—The new bridge over Long’s Creek at North Taieri has been completed with the exception of the approaches. This bridge is a two-way reinforced concrete structure. It will not be opened for at least a month to allow the concrete to set. The following roads have -been surfaced: —Gibson’s to Muir’s, Gladstone and Rudd’s. Kaikorai Riding.—The contract for the supply and delivery of 159 yards of maintenance metal on Brockville and Kaikorai Valley roads has been completed; also maintenance metal to fill potholes on the Golf Links, Simm’s and Green Island Bush roads. M'Meekin’s and Kaikorai Valley roads have been surfaced. Otokia Riding.—The following roads have been surfaced:—Old Brighton, Scrogg’s Hill. Allanton. Allanton streets, and Creamery road. Brighton, . Outram Riding.—Prices were obtained for the supply of 140 tons of one and a-half inch metal on the trucks at Allanton, that of Messrs Palmer and bon* being accepted at 8s 6d per ton. This is being placed by the county lorries on the Allanton to Berwick road, on the soft sections from Momona factory to D. Millar’s road. The following roads have been surfaced: —Kirk’s drain, Loan, Shand’s. Lee Creek; and Granton. Maungatua Riding.— following roads have been surfaced:;; —Kirk s c lT^ ,n > Otokia-Maungatua, Kowhai Spur, M Donald’s, Lee Canal, and Woodside streets. Beep Stream Riding.—During the month men have been engaged in clearing snowdrifts and slips on the hill roads. Htndon Railway and Lamb Hill roads have been surfaced. Strath-Taieri Riding.—One hundred and eighty-two yards of maintenance gravel

have been placed on the riding roads. Schist rock has been quarried to be placed on Sare’s road as soon as the weather permits. Culverts and water tables have been cleaned out in the Middlemarch township. HIGHWAYS. No. 2. ; —The section from Mosgiel to West Taieri Church has been graded with the power grader. Exceptionally heavy snowstorms on July 1 and 2 caused the stoppage of all traffic on this highway for eight days, the fall varying from one to three feet on the section from Harvey’s Flat to Mount Gowrie. A gang of 20 men was employed clearing a track. The .surfacemen deserve credit for their work under, the most trying conditions. No. 3.—Two hundred and fifteen yards of maintenance gravel from Milners pit have been run out on the Duke’s road ■section.No. 4.—Water tables have been cleaned but,' and a 36ft 12-inch Hume pipe culvert has been put in on the Maungatua section. t. No. s.—The tide wall of the approach of the Kaikorai Stream bridge has been repaired, and water tables have been cleaned out on the Brighton section. No, 6.—General surface work has been carried out. The inspector made the following recommendations:—That 23 yards of Silverstream gravel be placed on the footpath at Fairfield on the section from the old Brighton road to the post office; that 25 yards of Silverstream gravel be placed on the Chain Hills road; that 100 yards of maintenance metal be placed on Nichol’s road on the soft portion from Young’s to the Outram-Allanton road; that the tourfoot water opening on the Lee Canal road be redecked, half cost to be borne by the Taieri River Trust.—Adopted. CORRESPONDENCE. Revenue vouchers were received ns follows:—Highways, £355 12s 2d; goldfields revenue. £5 15s.—Noted. The Minister of Internal Affairs advised the arrangements desired for the celebration of Arbor Day.—Received. The chairman of No. 17 District Highways Council forwarded a copy of regulations concerning the issue of permits to exceed the loading under the classification of highways, where a vehicle was passing through the territory of more than one local authority. It was desired to obviate the necessity for an owner of a i heavy vehicle having to obtain a permit from each local body in order to carry extra heavy loads.—The council decided to support the letter. The chairman of No. 17 District Highways Council < asked for a reply to the letter regarding survey work on Green Island to Taieri Mouth highway.—lt was resolved to accept the offer of the Public Workg Department for the survey of the coast road, and to ask for a price for the survey of the Mosgiel-Outram highway. The medical officer of health communicated with the council on the matter of drainage in the Green Island Borough. The chairman mentioned that council representatives had attended a meeting in connection with this matter. —Received. The returning officer notified that the annual election of members of the King Edward Technical College Board would be held in September next. —The chairman was appointed the council’s delegate. Mr W. R. Bartle, Brighton, submitted a request for permission to bold daily services on the beach at Brighton for a period of three weeks at New Year time. —The premission was granted. The town clerk, Dunedin, asked lor consent to construct cattle stops on certain

roads in connection with the Deep Creek pipe line.—Granted. The district engineer, New Zealand Railways, advised that the department would provide a better entrance to the stock bridge at Hindon and bear all costs. —It was resolved to thank the engineer for his action. Mr C. Freeman, Abbotsford, drew attention to the state of tho road from his gate to Fernhill railway crossing.—The matter was left to the member for the riding and the inspector. The Taieri River Trust asked the council’s consent to open the road to lower a culvert in “A” drain road at H. W. Wilson’s property.—The inspector’s action in regard to this matter was confirmed. The Commissioner of Transport forwarded particulars of road traffic legislation.—Received. Mr A. H. Bishop, Wingatul, asked for permission to erect a kerbside petrol pump on his property.—Granted. James A. Rankin. Saddle Hill, wrote objecting to the reduction of the valuation. of his property. ’ He. would prefer to have the roads maintained in a better condition and retain the higher valuation. This would allow the natural resources of the country to be realised. —The inspector and the member for' the riding were asked to look into the matter. The chairman of the Ocean View Improvement Society requested that some of the relief workers under the county’s jurisdiction be transferred to help in the work of cleaning the streets leading to the beach at Ocean View'.—Received. The Dunedin city engineer wrote suggesting a larger pipe crossing, at Deep Stream on the old Dunstan road. —The council was favourable to the proposal, and the member for the riding and the inspector were empowered to see to the matter. • Mr F. J. Williams, surveyor, Dunedin, forwarded a plan of an allotment of land which it was proposed to cut from section 60, block VII, Dunedin and East Taieri district. The council’s approval was required.—Granted. DEPUTATION. A deputation waited on the council in connection with the road through Mr Timblick’s property at Otokia. A gate had been placed on the road and it was a hindrance to those who were obliged to use it. Mr W. O’Leary and Mr Kinlock were the speakers for the deputation.— It was decided to interview the solicitors for some of the parties with a. view to reaching finality. GENERAL. The necessary motion confirming' the rates struck at last meeting was confirmed. Cr Kirk was appointed to fill a vacancy on the Finance Committee. Cr Findlay and the inspector were authorised to attend to a complaint regarding a rubbish dump at Wingatui near Mr Henderson’s property.
