REDUCTION OF RATES WAGE INCREASES GRANTED. (Per United Press Association.! WELLINGTON, May 21. The estimates of the Upper Hutt Borough Council, as adopted, provide for a 5 per cent, increase in the wages of the outside staff and a suitable increase for the clerical staff. The balance sheet shows a margin of assets over liabilities. The rate to be levied in the interest of the sinking fund of the loans will be reduced, and a decrease in the general rate is possible. The finances generally provide for the paying of the whole of the overdraft, while leaving a margin for contingencies of npt more than £IOOO.
