THE SCRUMMAGE RULE (Pes United I'kess Association.) WELLINGTON, May 8. The Rugby Referees' Association advised the Management Committee of the Wellington Rugby Union to-night that it had decided to submit the following interpretation of the scrummage rule to the New Zealand Referees' Association, with a request that that body make the nil in" general throughout the Dominion: —"That the ball is not fairly in a scrummage unless it is on the ground before it passes the first two feet on the side from which the ball is put in."
