NEW DEPARTURE IN BRITAIN AN EXPERIMENTAL BILL. (British Official Wireless.) RUGBY, May 5. (Received May 7, at 5.5 p.m.) The provisions of the Government Bill to enable statutory effect to be given to the wage agreements in the cotton manufacturing industry correspond closely with the draft outline unanimously endorsed by a joint deputation of employers and operatives last month. The Bill is experimental and represents a new departure in British industrial legislation. It provides that if joint application Is made by organisations of employers and workers to the Minister ue must appoint a board to consider the application and decide whether it is expedient that an order with respect to this agreement should be made. Such order is to be a term of contract of employment.
