BRITAIN AND FRANCE . OPENING OF NEGOTIATIONS. (British Official Wireless.) RUGBY, March 13. (Received March 14, at 5.5 p.m.) Negotjations.regarding the trade situation as between France and the United Kingdom, with special reference 'to the French quotas, will begin at the Board of Trade to-morrow. Britain will be represented at the opening by Mr Walter Runcimari, Colonel Colville, and officials of the Government.departments directly concerned. The French delegation is headed by the Minister of Commerce (M. Lamoureux)i . -
