PRESENT METHODS DEFENDED e (Per United Press Association.) AUCKLAND, June 29. Replying to-day to a deputation from the Howard League, which submitted that the present penal system was unscientific and that it neither reformed nor deterred offenders, the Minister of Justice (Mr J. G. Cobbe) said the latest figures regarding the Borstal at Invercargill showed that only 14 per cent, of the inmates came before the courts agaim Referring to the work of the Prisons Board, he said there was no tendency to keep prisoners in gaol when their conduct warranted a reduction of sentence. Concerning the proposal for more extended use of probation, Mr Cobbe said he was given to understand that the judges had made considerable use of it, but it had not proved the success that was anticipated. A number of those who benefited did not seem to learn the lesson, and the tendency now was to increase the sentences and make more sparing use of probation.
